Estructura tributaria en Uruguay : las fuentes de financiamiento del estado y su efecto redistributivo

Resumen:

¿Cómo es la estructura tributaria uruguaya en relación a la de otros países? ¿En qué medida esta altera la distribución del ingreso? La respuesta a estas preguntas simples se encuentra dispersa y no ha sido abordada sistemáticamente en referencia al período reciente. Para contribuir a llenar este vacío, documentamos las características del sistema tributario uruguayo en clave comparada, donde se destaca el alto peso de los impuestos indirectos, que es una característica de la región en relación al mundo desarrollado. Esta relativa debilidad de los impuestos a la renta, afecta negativamente el potencial redistributivo de los impuestos. Al considerar únicamente los impuestos a la renta o la propiedad, la recaudación sobre el capital es mayor que sobre el trabajo (24\% y 18% respectivamente), pero esta relación se invierte al considerar los impuestos al consumo y distribuirlos entre capital y trabajo. De esta manera, la recaudación sobre capital y trabajo pasa a representar el 41% y 56% de la carga tributaria, respectivamente. Teniendo en cuenta la distribución funcional de ingresos en el PIB, esto representa una tasa de imposición efectiva sobre el trabajo de casi 24%, 4.5 puntos por encima de la tasa sobre el capital (19,4%). Los impuestos que gravan los ingresos de los hogares muestran en conjunto un perfil levemente redistributivo, resultado de impuestos indirectos levemente regresivos (representando una fuerte proporción de los ingresos del primer decil) con impuestos a la renta progresivos, que recaen sobre los deciles 9 y 10.

What is the structure of Uruguay's tax system in relation to that of other countries? To what extent does it alter income distribution? The answer to these simple questions is scattered and has not been systematically addressed in reference to the recent period. To help fill this gap, we document the characteristics of the Uruguayan tax system in a comparative context, highlighting the high weight of indirect taxes, which is a characteristic of the region compared to the developed world. This relative weakness in income taxes negatively affects the redistributive potential of taxes. When considering only income or property taxes, revenue from capital is higher than from labor (24% and 18%, respectively), but this relationship reverses when consumption taxes are considered and distributed between capital and labor. In this way, revenue from capital and labor comes to represent 41% and 56% of the tax burden, respectively. Considering the functional distribution of income in GDP, this represents an effective tax rate on labor of almost 24%, 4.5 points above the rate on capital (19.4%). Taxes on household income collectively show a slightly redistributive profile, resulting from slightly regressive indirect taxes (representing a significant proportion of the income of the first decile) combined with progressive income taxes, which fall on the 9th and 10th deciles.
