Este artículo explora de manera general las prácticas y estrategias institucionales del Instituto Nacional de Inclusión Social Adolescente (Inisa) en Uruguay, con un enfoque particular en cómo se gestionaron las incertidumbres y riesgos durante la pandemia de covid-19. Desde la implementación del Código de la Niñez y la Adolescencia en 2004, el sistema de penalidad juvenil ha oscilado desde enfoques de protección integral hacia políticas regresivas centradas en el encierro e influenciadas por el populismo penal. Por su confinamiento per se, la pandemia exacerbó los desafíos preexistentes, poniendo de relieve las deficiencias estructurales en la planificación institucional y gestión organizacional del Inisa. A través de un estudio de caso cualitativo que incluye entrevistas en profundidad, se analizan de manera amplia las respuestas de los trabajadores y la creación de prácticas emergentes, como el uso de plataformas tecnológicas, actividades lúdicas autogestionadas, y la búsqueda de alternativas educativas y recreativas para los adolescentes.

This article broadly explores the institutional practices and strategies of the National Institute for Adolescent Social Inclusion (Inisa) in Uruguay, with a particular focus on how uncertainties and risks were managed during the COVID-19 pandemic. Since the implementation of the Childhood and Adolescence Code in 2004, the juvenile penal system has oscillated between comprehensive protection approaches and regressive policies centered on confinement, influenced by penal populism. Due to the inherent nature of confinement, the pandemic exacerbated pre-existing challenges, highlighting structural deficiencies in Inisa’s institutional planning and organizational management. Through a qualitative case study that includes in-depth interviews, this study extensively analyzes workers’ responses and the development of emerging practices, such as the use of technological platforms, self-managed recreational activities, and the search for alternative educational and leisure opportunities for adolescents.
