Arte contemporáneo en Punta del Este : una aproximación desde el campo de las políticas culturales entre 2007 y 2022.

En Punta del Este (PDE) donde se combina el turísmo, el mercado inmobiliario y el crecimiento urbano, el aumento de la institucionalidad del arte no es ajeno. El arte contemporáneo (AC) en PDE forma parte de dinámicas asociadas a la producción de exclusividad y al branding de “Punta del Este”. La pujanza de las intervenciones privadas a partir de emprendimientos particulares son característicos del sector. El objetivo de este trabajo fue determinar cómo actúan las políticas culturales en torno al AC en el aglomerado urbano de PDE en el período de 2007 a inicios de 2022. También determinar la relación de estas políticas con los agentes e instituciones artísticas de PDE. Además de establecer cómo es la organización y circulación de estos agentes e instituciones dentro de una “red de arte contemporáneo” (Cauquelin, 2002) y cómo se relacionan discursivamente. La investigación se desarrolla desde el análisis cualitativo de leyes, convocatorias e instrumentos de alcance nacional que involucran al AC. Involucra el relevo de bibliografía, archivos de prensa y entrevistas a informantes calificados. El AC se caracteriza por ser un discurso global que se da en simultaneidad con otros discursos dentro de la cultura-artística. Se compone por una dimensión conceptual y otra vinculada a su red internacionalizada. En PDE la producción artística se ve como un aspecto en crecimiento, pero aún disminuida comparada con las infraestructuras destinadas para la promoción y comercialización. El mercado del arte es el principal promotor del AC. La emergencia de las políticas culturales como un recurso dentro de la red es un hito en la conformación del AC. En Uruguay, desde 2005, un conjunto de políticas e instrumentos públicos democratizan la cultura-artística. No obstante, la falta de adecuación y monitoreo de algunos instrumentos parece no aggiornarse a estas prácticas, a su red y sus características fundamentales.

In Punta del Este (PDE), where tourism, the real estate market, and urban growth combine, the increase in the institutionality of art is not foreign. Contemporary art (CA) in PDE is part of the dynamics associated with the production of exclusivity and the branding of “Punta del Este''. The strength of private interventions based on private ventures is characteristic of this sector. The objective of this work was to determine how cultural policies around CA act in the urban agglomerate of PDE in the period from 2007 to the beginning of 2022. Also to determine the relationship of these policies with the artistic agents and institutions of PDE. In addition to establishing what the organization and circulation of these agents and institutions are like within a “contemporary art network” (Cauquelin, 2002) and how they are discursively related, The research is developed from the qualitative analysis of laws, calls, and instruments of national scope that involve the CA. It involves the collection of bibliographies, press archives, and interviews with qualified informants. CA is characterized by being a global discourse that occurs simultaneously with other discourses within artistic culture. They are made up of a conceptual dimension and another linked to its internationalized network. In PDE, artistic production is seen as a growing aspect but still diminished compared to the infrastructure intended for promotion and commercialization. The art market is the main promoter of CA. The emergence of cultural policies as a resource within the network is a milestone in the formation of CA. In Uruguay, since 2005, a set of public policies and instruments has democratized artistic culture. However, the lack of adaptation and monitoring of some instruments does not seem to be consistent with these practices, their networks, or their fundamental characteristics.
