Este trabajo propone analizar cuáles fueron las Políticas Culturales (PPCC), implementadas por la Dirección de Cultura del Municipio de San Carlos (MdSC), en el período 2005-2020, desde una perspectiva de Ciudadanía Cultural y Derechos Culturales (DDCC). Durante la etapa señalada, se promovieron nuevas formas de pensar y abordar la cultura que se pusieron de manifiesto en las políticas públicas implementadas, tanto a nivel nacional, departamental como municipal. La investigación abarca tres períodos de gobierno municipal (2005-2010; 2010-2015; 2015-2020), donde el eje de acción fue la dimensión territorial de las políticas. En tal sentido, se indagó en cómo operaron las dinámicas de articulación de los diferentes niveles de gobierno, qué actores intervinieron y cuáles fueron las colaboraciones, tensiones y disputas que se generaron en este recorrido. Asimismo, debido a las particularidades del territorio del MdSC y la preponderancia de la ciudad de San Carlos, dada su perspectiva histórica y los factores culturales e identitarios que la caracterizan, se propuso una reflexión preliminar acerca de los imaginarios asociados al MdSC. Con la intención de visualizar de qué manera se reflejaron e incidieron, o no, en las PPCC ejecutadas. Metodológicamente esta investigación fue abordada en términos cualitativos. El cronograma de trabajo comprendió un análisis bibliográfico de antecedentes académicos para dar contexto y elaborar el marco teórico conceptual. También, el relevamiento de diversas fuentes documentales, como así también, proyectos y programas para el sector relacionados con el objeto de estudio. Como parte de la elección metodológica, los hallazgos de la investigación fueron construidos a partir de las miradas y los relatos de diversos actores que estuvieron en la gestión e implementación de las políticas en el territorio del MdSC.

This thesis proposes to analyze the Cultural Policies (PPCC) implemented by the Directorate of Culture of the Municipality of San Carlos (MdSC) during the period 2005-2020, from the perspective of Cultural Citizenship and Cultural Rights (DDCC). During the specified period, new ways of thinking about and addressing culture were promoted, which were reflected in the public policies applied at the national, departmental, and municipal levels. The research covers three municipal government periods (2005-2010; 2010-2015; 2015-2020), where the central focus was the territorial dimension of the policies. In this regard, the study explored how the dynamics of coordination between different levels of government operated, which actors were involved, and what collaborations, tensions, and disputes arose throughout this process. Furthermore, due to the specific characteristics of the MdSC territory and the prominence of the city of San Carlos, considering its historical perspective and the cultural and identity factors that define it, a preliminary reflection on the imaginaries associated with MdSC was proposed. This was done with the intention of examining how these imaginaries were reflected in and influenced, or not, the implemented PPCC. Methodologically, this research was approached qualitatively. The work schedule included a bibliographic analysis of academic background to provide context and develop the theoretical and conceptual framework. Additionally, various documentary sources were reviewed, including projects and programs for the sector related to the object of study. As part of the methodological approach, the research findings were built from the perspectives and narratives of various actors who were involved in the management and implementation of the policies in the MdSC territory.
