Este trabajo se centra en la configuración y evolución del Partido Colorado General Fructuoso Rivera, entre 1913 y 1930, como formación política ubicada a la derecha del reformismo liderado por José Batlle y Ordóñez. Se parte de la organización inicial del movimiento colorado anticolegialista a partir de 1913 hasta la fundación del Partido Colorado General Rivera en 1916, luego se trabaja en torno a su trayectoria hasta 1930, año en el que su líder principal, Pedro Manini Ríos, se presentó como uno de los candidatos a la presidencia de la República bajo un acuerdo partidario denominado como “hándicap”. Ese recorrido se aborda desde la dinámica relacional del riverismo con el batllismo, por un lado, y las derechas que se fueron conformando a lo largo del período, por otro, en términos de acciones parlamentarias y gubernativas, así como de negociaciones orientadas a los acuerdos electorales. Asimismo, esta trayectoria se estudia desde su evolución política-ideológica inscripta dentro del pensamiento y la práctica del liberalismo conservador, haciendo foco en las expresiones y acciones de los legisladores riveristas en torno a la cuestión social y obrera. En ese sentido, se registra en el riverismo una temprana consolidación de su conservadurismo en la materia, acentuado en la segunda mitad de los años veinte, tiempo durante el cual, también, radicaliza su visión autoritaria de lo político.
The following work focuses on the emergence and evolution of the Partido Colorado General Fructuoso Rivera between 1913 and 1930, understood as a political formation positioned to the right of the reformism led by José Batlle y Ordóñez. It begins with the initial organization of the Anticolegialista movement from 1913 until the founding of the Partido Colorado General Fructuoso Rivera in 1916. Then it explores its development until 1930 when its main leader, Pedro Manini Ríos, ran as one of the candidates for president of the Republic under a party agreement named “handicap”. This trajectory is examined, on the one hand, through the relational dynamics between riverismo and batllismo, and, on the other hand, in the development of the right-wing parties that would take shape throughout this period, in terms of legislative and executive actions as well as negotiations aimed at electoral agreements. Likewise, it is examined through the party’s political-ideological evolution within the thought and practice of conservative liberalism, with a focus on the expressions and actions of the riverista legislators concerning social and labor issues. In this respect, riverismo shows an early consolidation of its conservative stance on this matter, a tendency that becomes more pronounced in the second half of the 1920s. During this period, it also radicalizes its authoritarian view of politics.
