Los apuntes de Batlle
Resumen:
En 1913 José Batlle y Ordónez publicó los “Apuntes a la Constitución Uruguaya”. Su contenido a cien años de dicha edición reviste especial trascendencia para el estudio de la evolución constitucional del Uruguay. En este aporte se analiza desde una perspectiva práctica, la incidencia que tuvieron las ideas plasmadas por el Presidente Batlle, en las Constituciones de 1918 y 1952. Se desarrollan asimismo las circunstancias histórico políticas que generaron ambas reformas constitucionales.
In 1913 José Batlle y Ordoñez published “Notes on the Uruguayan Constitution”. One hundred years later, the contents of that publication hold special significance as far as the study of constitutional evolution is concerned. We propose to analyse below the influence President Batlle´s ideas had on the constitutions of 1918 and 1952 in practical terms, and also to describe the historical and political circumstances which lead to the two aforeentioned constitutional reforms.
