La presente investigación se dirige a realizar un análisis de la concepción que se ha dado a la función evaluación documental desde la legislación en Uruguay, al mismo tiempo pretende identificar cómo han procedido algunos organismos para su implementación. El estudio de la función evaluación documental es imprescindible desde la mirada de la política archivística nacional, en tanto su desarrollo es de suma relevancia para la eficiencia en la gestión documental y la conformación del patrimonio documental, tanto para las organizaciones como para el estado. Los objetivos apuntan a caracterizar los componentes de la evaluación documental en la legislación nacional, reconocer la forma en que los organismos afrontan la incorporación de los preceptos allí concebidos y las posibilidades del ámbito institucional. La metodología consistirá en un análisis de los preceptos establecidos en el mandato de la legislación que refiere al sistema nacional de archivos y de las directrices emanadas del Archivo General de la Nación para identificar los componentes, roles y relaciones que deben interactuar según la normativa mencionada. En una segunda etapa, se realizan entrevistas a informantes calificados para reconocer las experiencias en base a la implementación de la normativa en materia de archivos y evaluación documental en determinados sujetos obligados. El fin de este análisis, es verificar si lo estipulado desde el punto de vista normativo a nivel nacional, cómo incorporan dichos preceptos los sujetos obligados, qué beneficios y qué obstáculos se reconocen, el relacionamiento entre las entidades del sistema, entre otros. Se concluye con observaciones respecto a la tensión o no, entre la normativa existente en materia de evaluación documental y su aplicación.

This research is aimed at carrying out an analysis of the conception that has been given to the documentary evaluation function from the legislation in Uruguay, at the same time it tries to identify how some organizations have proceeded for its implementation. The study of the documentary evaluation function is essential from the perspective of the national archival policy, as its development is of utmost relevance for the efficiency in the documentary management and the conformation of the documentary heritage, both for the organizations and for the state. The objectives aim to characterize the components of the documentary evaluation in the national legislation, to recognize the way in which the organisms face the incorporation of the precepts conceived there and the possibilities of the institutional scope. The methodology will consist of an analysis of the precepts established in the mandate of the legislation that refers to the national archive system and of the guidelines issued from the General Archive of the Nation to identify the components, roles and relationships that must interact according to the aforementioned regulations. In a second stage, interviews are conducted with qualified informants to recognize the experiences based on the implementation of the regulations regarding archives and documentary evaluation in certain obliged subjects. The purpose of this analysis is to verify whether what is stipulated from the normative point of view at the national level, how the obliged subjects incorporate said precepts, what benefits and what obstacles are recognized, the relationship between the entities of the system, among others. It concludes with observations regarding the tension or not, between the existing regulations on documentary evaluation and its application.
