Este artículo indaga las características asumidas por la primera organización sectorialque representó a los habitantes de las villas de la ciudad de Buenos Aires: LaFederación de Villas y Barrios de Emergencia (FVBE), vinculada con el PartidoComunista Argentino en un contexto de proscripción del peronismo. Si bien fue creadaen 1958, el auge de la FVBE se inició hacia 1963, cuando aumentó significativamente elnúmero de asambleas, demandas y documentos de distinto tipo producidos por laorganización. Este auge se extendió hasta el golpe militar de 1966, cuando tuvo lugar elcierre de los canales de diálogo establecidos poco tiempo antes. A partir de esemomento se inició un debilitamiento de la FVBE, que derivó en su declive definitivohacia principios de la década de 1970, cuando fue desplazada por nuevas organizacionesvinculadas con la izquierda peronista.

This article studies the characteristics of the first sectorial organization that representedthe shantytowns of Buenos Aires: the Federation of Shantytowns and EmergencyNeighborhoods, related to the Argentinean Communist Party in a context when thePeronist Party was prohibited. Created in 1958, the summit of this organization startedin 1963, when there was a clear increase in the number of assemblies, demands, and different kinds of registers regarding the Federation. This summit can be identified untilthe military coup of 1966, when the dialogue channels with the state agents whereimmediately closed. Since that moment, there was a decrease of the Federations thatended in its definite dissolution in the early seventies, when it was displaced by neworganizations related with the left wing Peronism.
