| Sumario: | In this Master's Final Project, a brief analysis is conducted on certain commercial and industrial activities designated by the legislator as being of "general interest," with the aim of determining whether these can imply a new category within the classification of State functions proposed by Sayagués Laso. To this end, the project succinctly addresses relevant concepts to understand what this legal declaration entails, including: general interest, public interest, common good, and others. At the same time, it analyzes (in general and through examples) whether the characteristics of these activities align them more closely with the category of State functions involving "regulation of private activity by the State" or with that of "public services," in order to determine the applicable legal framework. Finally, as a final reflection, and also serving as a starting point for further study of the topic, it is concluded that these activities possess characteristics of both categories but more closely resemble a public service (without formal legal declaration) due to their regularity, continuity, etc., with which they are carried out. As such, they could alter Sayagués's classification and potentially be considered as an "improper public service."
