Sumario:The delicate and complex problem of international trafficking in persons, particularly women and children, is a matter of concern governments, lawmakers, human rights activists and civil society in general. Transportation facilities and communications thanks to new technologies, international traffic of millions of people and massive migrations, on par with the global economic and financial crises involving more poverty and violence, and the lack of appropriate protective measures, they are factors affecting the increase in these crimes . Although several policy frameworks, implementation and effectiveness islacking.We understand that international legal cooperation among States in the region is the essential basis for the implementation and effectiveness of the Inter-American Convention on International Traffic in Minors, and other agreements in force at the universal level to prevent, control and punish this crime and mitigate the tremendous social and economic effects generated by the illegal and lucrative use of children.
