Sumario:Studies conducted in 2001 regarding the Technological Foresight of Transport and Logistics in Uruguay: looking towards 2015, and subsequent studies, focused on the need to have a deepwater port on the Atlantic coast as a long-term project. The current scenario of prompt congestion on the ports of the region and the sustained transport growth, make appropriate the consideration of a detailed analysis of the mentioned project. The current vision throws more accurate data for decision-making of a project of this scale. We will analyze the strategic situation, the immediate, close and distant horizon of regional river-sea transport and other technical and logistical implications, as well as its sustainability and possible legal framework. Both the maritime horizon (Vorland) as the terrestrial horizon (Hinterland) present excellent scenario perspectives. In this paper we will stop in possible solutions to the challenge posed by the port horizon (Umland) and its alternatives.
