Sumario:The determination of the significance of the “environment” term is a constituent task in any doctrinaire discourse at the field of the Environmental Law. Their scope is a condition to ambition and depth of the environmental policies which the Environmental Law is the first and most important of their instruments. The significance that is assigned to this concept also links up with the spheres of respective behavior of the individuals and of the State as much as the universal constitutionalization of the environmental protection has supposed the position of a value or public property in the normative dogmatist of peak level.
