| Sumario: | The goal of this article is to describe the present trade-off in communications policy followed by the Uruguayan government in 2005-2015. At first the trade-off concept of public policy is operationalized, then review the major milestones in the field during this decade. The methodology is based on a documentary analysis, whereby a critical look is taken regarding progress and tensions of the communication policy implemented in the period. |
