Resumen:
Sumario:Abstract. This article analyzes the key role and the relevance of secondary education in the educational systems and within the agenda of Education For All (EFA). It outlines some of the main issues and challenges with regard to access, modes and curricula on offer. Likewise and taking into account conclusions from international studies, it highlights the need of assuming new strategic directions and a change of perspective considering challenges around curriculum within a strategy of an inclusive education reform. It also points out criteria for the design of a curricular reform which considers the development of competences in upper secondary education. The document concludes by raising some key questions and outlining three proposals to contribute to encourage the discussion about processes of educational and curricular change in secondary education.
