Análisis de riesgo de confiabilidad del sistema de generación de energía eléctrica uruguayo ¿cuán resiliente es el sistema a eventos poco probables y de alto impacto?

Los atributos físicos de la electricidad y de las redes requieren que la oferta y la demanda de energía eléctrica deban igualarse en tiempo real, de lo contrario ocurren interrupciones imprevistas del suministro eléctrico. Ciertas características de la demanda de electricidad contribuyen a la insensibilidad de esta al precio en tiempo real. Esto introduce el riesgo de que la oferta y la demanda de electricidad no se igualen en todas las circunstancias, y por ende que se genere racionamiento de electricidad en el sistema, haciéndolo menos confiable. La oferta del sistema uruguayo depende significativamente de la disponibilidad de recursos de origen renovable. Un shock climático puede generar escasez de esos recursos y por ende racionamiento, ocasionando un costo económico significativo. Los eventos de gran escasez de esos recursos pueden ser poco probables, pero de alto impacto sobre la confiabilidad del sistema. Este trabajo busca cuantificar la contribución de la aversión al riesgo de confiabilidad en la capacidad planificada del sistema de generación de electricidad uruguayo. Si se asume que esa aversión no está presente, aproximadamente la mitad de la capacidad térmica fósil de ese sistema no puede ser explicada. Por tanto, la capacidad total del sistema está justificada por una planificación con aversión al riesgo de confiabilidad. En particular, la unidad de mayor costo variable unitario se justifica por una aversión al riesgo de ocurrencia de eventos poco probables y de alto impacto sobre el costo económico del racionamiento. El estudio cuantifica también la probabilidad de ocurrencia de esos eventos que justifica la inversión de esa unidad. El beneficio de esta se valora a través del costo de confiabilidad evitado por su incorporación al sistema. Ese costo recoge tanto el valor esperado como el riesgo asociado a eventos extremos del costo económico del racionamiento evitados. A través de un análisis costo beneficio, se estima que esa unidad se justifica si se consideran los eventos de mayor costo económico del racionamiento con probabilidad menor o igual a 7%. Por último, se estima la participación del beneficio asociado a la reducción del riesgo del costo económico del racionamiento por la ocurrencia de los eventos extremos en el costo total de incorporar la unidad. La participación estimada es al menos 92,7%.

The physical attributes of electricity and networks require that supply and demand for electrical energy must be balanced in real time, otherwise unforeseen interruptions of electricity supply occur. Certain characteristics of electricity demand contribute to its insensitivity to real-time price. This introduces the risk that electricity supply and demand are not equal in all circumstances, and therefore electricity rationing is generated in the system, making it less reliable. The supply of the Uruguayan system depends significantly on the availability of resources of renewable origin. A climate shock can generate a shortage of these resources and therefore rationing, causing a significant economic cost. Events of great scarcity of these resources may have low probability but a high impact on the reliability of the system. This analysis seeks to quantify the contribution of reliability risk aversion to the planned capacity of the Uruguayan electricity generation system. If it is assumed that this aversion is not present, approximately half of the fossil thermal capacity of that system cannot be explained. Therefore, the total system capacity is justified by reliability risk-averse planning. In particular, the power plant with a highest unit variable cost is justified by an aversion to the risk of the occurrence of low probability events with a high impact on the economic cost of rationing. The study also quantifies the probability of occurrence of those events that justify the investment of that power plant. The benefit of this is valued through the reliability cost avoided by its incorporation into the system. This cost includes both the expected value and the risk associated with extreme events of the avoided economic cost of rationing. Through a cost-benefit analysis, it is estimated that this power plant is justified if the events with the highest economic cost of rationing with a probability less than or equal to 7% are considered. Finally, the participation of the benefit associated with the reduction of the risk of the economic cost of rationing due to the occurrence of extreme events in the total cost of incorporating the power plant is estimated. The estimation is at least 92.7%.
