La presente investigación aborda un tema que, centrado en la realidad nacional, se enmarca en una reestructura continental de la actividad portuaria de signo neoliberal que tiene por trasfondo la crisis estructural del capital del último tercio de S. XX. Propone un análisis del posicionamiento y respuestas del Sindicato Único de la Administración Nacional de Puertos (SUANP) ante la reforma del sector en Uruguay, al tiempo que dialoga con el homólogo proceso argentino, durante el período 1990-1992. La actividad portuaria latinoamericana es objeto de reforma -léase privatización- temprana debido al interés económico y la posición estratégica que ocupó y ocupa. En consecuencia, intereses económicos privados locales y extranjeros junto a organismos internacionales de crédito, en alianza con el poder político, pregonan una modernización portuaria que haga frente a las nuevas exigencias del comercio internacional, demandan una normativa flexible, la desregulación de la actividad y de sus relaciones laborales. Empero, las reformas no son idénticas y obedecen en cada país a variables políticas, culturales e institucionales propias, así como a presiones que ejercen los diferentes actores involucrados/afectados -entre ellos, los trabajadores portuarios. La investigación identifica trazos distintivos de la reforma sectorial uruguaya, aportando a su comprensión teórica. Describe y reconstruye parte del proceso histórico-concreto a través de hechos/eventos significativos desde la perspectiva sindical, protagonista desde la oposición y resistencia, pero también desde el diálogo y la proposición. El interés por el tema radica en su singularidad, “ejemplo exitoso” de una reforma -de Estado- más amplia y epicentro de la enconada resistencia que protagoniza el SUANP con apoyo del PIT-CNT, parte de la sociedad civil y la izquierda política. Su concreción, pese a los esfuerzos en contra, le distingue del derrotero de otras empresas y servicios público-estatales que logran sortear -al menos en parte- el proceso reformista. Asimismo, la investigación indaga nexos entre sindicatos portuarios públicos de la región, explora estrategias y acciones conjuntas frente a reformas que, con particularidades nacionales, se inscriben en un proceso de transformaciones más amplio. Procura, en última instancia, ser un aporte a la rica historia sindical de los trabajadores portuarios del país y la región.

The present research addresses a topic focused on the national reality, within the context of a continental restructuring of neoliberal port activity against the backdrop of the structural crisis of capital in the last third of the 20th century. It proposes an analysis of the positioning and responses of the Single Union of the National Port Administration (SUANP) to the sectoral reform in Uruguay, while also engaging with the similar Argentine process during the period 1990-1992. Latin American port activity was an early target for reform—read: privatization— due to its economic interest and strategic position. Consequently, local and foreign private economic interests, along with international credit organizations, in alliance with political power, advocate for port modernization to meet the new demands of international trade, requiring flexible regulations, deregulation of activities, and labor relations. However, the reforms were not identical and responded in each country to its own political, cultural, and institutional variables, as well as to the pressures exerted by the different involved/affected actors—among them, the port workers. The research identifies distinctive features of the Uruguayan sectoral reform, contributing to its theoretical understanding. It describes and reconstructs part of the concrete historical process through significant events from the union perspective, which is characterized by opposition and resistance, but also by dialogue and proposition. The interest in the topic lies in its uniqueness: a “successful example” of a broader state reform and the epicenter of the staunch resistance led by the SUANP with the support of the PIT-CNT, part of civil society, and the political left. Its implementation, despite efforts against it, distinguishes it from the trajectory of other public-state enterprises and services that manage to avoid—at least in part— the reformist process. Moreover, the research investigates links between public port unions in the region, exploring joint strategies and actions in the face of reforms that, with national particularities, are part of a broader transformation process. Ultimately, it aims to contribute to the rich union history of the country’s and region’s port workers.
