Resumen:

Este artigo se propõe a refletir criticamente sobre o «terceiro setor» na atual conjuntura brasileira de retrocessos, redução e desmonte de políticas sociais públicas, agravada pela pandemia da covid-19, em um cenário de crise estrutural do capital em escala global. Seguindo as diretrizes neoliberais, no Brasil tem-se a (contra) Reforma do Estado, isto é, o Estado mínimo para o social e máximo para o capital, evidenciado com a transferência de grande parte de suas responsabilidades sociais para a sociedade civil, representada pelo terceiro setor. Nessa perspectiva, esse trabalho busca indicar alguns avanços, retrocessos e as possibilidades no terceiro setor, sobretudo a partir do Marco Regulatório das Organizações da Sociedade Civil (mrosc) - Lei Federal 13019/2014, constituindo-se um espaço da ação profissional do assistente social, face a redução significativa do espaço estatal, até então considerado como campo de trabalho por excelência para o Serviço Social.3 Para tanto, fez-se uma investigação bibliográfica e documental a partir de artigos, livros, revistas científicas, jornais, entre outros, sejam impressas ou eletrônicas, para respaldar esse complexo e delicado debate.


This article proposes to reflect critically on the «third sector» in the current Brazilian context of setbacks, reduction and dismantling of public social policies, aggravated by the covid-19 pandemic, in a scenario of structural crisis of capital on a global scale. Following the neoliberal guidelines, in Brazil there is the (counter) Reform of the State, that is, the minimum State for the social and maximum for the capital, evidenced with the transfer of great part of its social responsibilities to the civil society, represented by the «third sector». In this perspective, this work seeks to indicate some advances, setbacks, and possibilities in the third sector, especially from the Regulatory Framework of Civil Society Organizations (mrosc) - Federal Law 13019/2014, constituting a space for the professional action of the Social Worker, given the significant reduction of the state space, until then considered as a field of work par excellence for the Social Work. To this end, a bibliographical and documental investigation was carried out, based on articles, books, scientific magazines, newspapers, among others, whether printed or electronic, to support this complex and delicate debate.
