Intergenerational spillovers of Collective Bargaining : a case study for Uruguay.

En Uruguay, la negociación colectiva define el ingreso formal para la mayor parte de la fuerza laboral. Los efectos de la negociación colectiva sobre el empleo, la desigualdad de ingresos y la movilidad han sido durante mucho tiempo un tema central de estudio en la literatura económica. Sin embargo, poco es sabido sobre sus posibles derrames a la próxima generación. El presente estudio busca aportar información sobre los efectos intergeneracionales de la negociación colectiva en Uruguay durante los últimos 20 años, aprovechando las variaciones salariales inducidas por la segunda ronda de los Consejos de Salarios, la institución encargada de la negociación salarial tripartita. Utilizando un tratamiento a nivel sectorial, encontramos evidencia descriptiva de que los hijos de padres que trabajan en sectores con unidades de negociación colectiva fuertes ocupan una posición más alta en la distribución del ingreso, tienen mayor probabilidad de inscribirse en la universidad así como heredar el empleador de alguno de sus padres, y aunque de una forma más débil, también observamos que es más probable que anticipen su entrada al mercado laboral. Por otra parte, intentamos identificar el impacto causal de la negociación colectiva sobre la movilidad intergeneracional utilizando un tratamiento a nivel individual y controlando por sector de actividad de padres. Encontramos algunos resultados positivos que van en la misma dirección respecto a la posición que ocupan los hijos en la distribución del ingreso y la entrada al mercado laboral. Sin embargo, estos no son robustos. Finalmente, los efectos cambian al observar variables como las decisiones educativas y la herencia de empleadores.

In Uruguay, collective bargaining defines the formal income for the largest part of the workforce. The effects of collective on employment, income inequality and mobility have been for a long time a central topic of study in the economics literature. However, little is known on the spillovers for the next generation. This study aims to shed light on the intergenerational effects of collective bargaining for Uruguay in the last 20 years exploiting variations in wages induced by the second round of the Consejos de Salarios, the country’s institution for centralized three-way wage negotiation. Using a treatment at the sector-level we find descriptive evidence that children with parents who work in sectors with strong collective bargaining units occupy a higher place in the income distribution, are more likely to enroll in university and inherit a parent’s employer and - though with a weaker effect - more likely to anticipate their entry to the labor market. We try to identify the causal impact of collective bargaining on intergenerational mobility using a treatment at the individual level and controlling for parent sector. We find some positive noisy but non-robust results in the same direction for the place children occupy in the income distribution and entry to the labor market, but these shift when observing variables such as educational decisions and inheritance of employers.
