Esta tesis analiza una experiencia histórica de agua y poder en la cuenca de la Laguna Merin. Situada en la región este del Uruguay y sur de Brasil es conocida actualmente por ser uno de los territorios especializados en la producción de arroz bregado. En Uruguay, esta especialización se inició durante el siglo XX en una zona de humedales, mediante un extraordinario proceso de modificación hídrica para convertirla de inundable e improductiva —con base en una “deficiencia hidrológica”— a su actual destino como pujante región agro-productiva, que tiene su contracara. Apoyada en la articulación de referencias antropológicas sobre la coconstitución y la ecología política del agua, la tesis explora sobre la politicidad de lo no humano, particularmente del agua. Se presenta una articulación histórica de la conformación de un ambiente particular que defino como paisaje de riego. El agua, en este proceso, se produce al mismo tiempo que el paisaje como objeto del saber científico-tecnológico, máquina de producir valor, transporte de vida y muerte, fuente de poder, luchas y jerarquías. Los hallazgos de la tesis muestran una intrincada relación entre aguas, poder y formas de producir naturalezas. Considerando que el agua, incluyendo su materialidad, es siempre un asunto histórica y culturalmente específico, la tesis evidenció qué es y qué hace el agua en ese lugar y cómo el riego se volvió posible allí. Los aportes de la tesis se concentran en cuatro campos la problematización de incorporar el poder como categoría para pensar lo no humano, las formas particulares que puede tomar la relación entre agua y poder y sus sentidos históricos y finalmente la discusión sobre la organización social hidráulica.

This thesis analyzes a historical experience of water and power in the Laguna Mer ́ın basin. Located in the eastern region of Uruguay and southernBrazil, it is currently known for being one of the territories specialized in the production of breviated rice. In Uruguay, this specialization began during the twentieth century in a wetland area, through an extraordinary process of water modification to convert it from flooded and unproductive — based on a “hydrological deficiency”— to its current destiny as a thriving agro-productive region, which has its counterpart. Supported by the articulation of anthropo-logical references about co-constitution and the political ecology of water, the thesis explores the politicization of the non-human, particularly of water. A historical articulation of the conformation of a particular environment that I define as irrigated landscape is presented. Water, in this process, is produced at the same time as the landscape as an object of scientific-technological knowledge, a machine for producing value, a transport of life and death, a source of power, struggles and hierarchies. The findings of the thesis show an intricate relationship between water, power and ways of producing natures. Considering that water, including its materiality, is always a historically and culturally spe- cific matter, the thesis evidenced what water is and what it does in this place and how irrigation became possible there. The contributions of the thesis are concentrated in four fields: the problematization of incorporating power as a category to think the non-human, the particular forms that the relationship between water and power can take and its historical meanings, and finally the discussion on the hydraulic social organization.
