En el Uruguay la tortura, como práctica coercitiva ante un presunto criminal, no tiene un comienzo definido. Sin embargo, su uso sistemático aplicado masivamente a todos los prisioneros políticos data del tiempo del terrorismo de Estado entre 1968 y 1985. Fue ejecutada por funcionarios militares y policiales como metodología primordial a la hora de interrogar a los prisioneros en la llamada lucha “anti-subversiva”, bajo la Doctrina de la Seguridad Nacional 1, impulsada por Estados Unidos, durante el tiempo de la Guerra Fría. Los funcionarios que integraban los organismos de represión fueron capacitados y entrenados en la llamada “Escuela de las Américas”. Esta monografía busca a través del análisis bibliográfico, comprender los posibles efectos culturales provocados por la tortura sistemática, practicada desde el Estado en forma impune, y cómo estos hechos pueden incidir en la construcción de un imaginario social que naturalice la tortura en el Uruguay. Se trabajaran conceptos claves como: imaginario social y tortura, articulados en una coyuntura socio histórica determinada. El propósito de esta monografía es aportar a la construcción de una Memoria Colectiva orientada hacia el “Nunca Más” terrorismo de Estado.

In Uruguay, torture as a coercive practice towards criminals does not have a specific beginning. Nevertheless, its practice was systematically and massively used during the times of the State terrorism between 1968 and 1985. During the Cold War, the United States adopted this practice in political prisoners as the main method at the time of interrogations for the fight called “anti-subversive”, under the National Security Doctrine. The officials that integrated the repression organisms were trained at the “Escuela de las Américas”. This monograph aims, through a bibliographical analysis, at the understanding of the possible cultural effects caused by the systematic, unpunished torture conducted by the State, and how these facts can determine the construction of the social imaginary about torture in Uruguay. The purpose of this monograph is to contribute in the construction of the “Never Again” State terrorism, working with the key concepts of the Social Imaginary and Torture, articulated in a specific social historic conjunction.
