La presente monografía aborda el rol que desempeña el Estado uruguayo en la construcción de trayectorias educativas en el nivel terciario y universitario, en un contexto marcado por desigualdades de origen socioeconómico y territorial que persisten en el acceso, la permanencia y la culminación de los estudios superiores. A partir de una revisión bibliográfica, se analizan las principales políticas públicas orientadas a garantizar el derecho a la educación superior en condiciones de equidad, destacando las estrategias implementadas para superar las barreras que afectan especialmente a estudiantes provenientes de hogares de menores ingresos y del interior del país. En este sentido, el estudio profundiza en el análisis de los principales sistemas de apoyo estatales: el Fondo de Solidaridad y el Servicio Central de Inclusión y Bienestar Universitario (SCIBU). Estas políticas de transferencia económica, alojamiento, alimentación, transporte y materiales de estudio constituyen herramientas clave para promover la inclusión educativa, al tiempo que buscan contrarrestar las desigualdades estructurales que condicionan las trayectorias de los estudiantes. Asimismo, se examina el proceso de descentralización y regionalización de la educación terciaria en Uruguay, mediante la expansión territorial de la Universidad de la República (UdelaR) y la creación de la Universidad Tecnológica (UTEC), como respuesta a la histórica centralización de la oferta académica en Montevideo.

This monograph addresses the fundamental role played by the Uruguayan State in shaping educational pathways at the tertiary and university levels, within a context marked by persistent socioeconomic and territorial inequalities that affect access to, retention in, and completion of higher education. Based on an extensive literature review, the study analyzes the main public policies aimed at ensuring the right to higher education under equitable conditions, highlighting the strategies implemented to overcome the barriers that especially impact students from low-income households and rural areas of the country. In this regard, the research delves into the analysis of the main state support systems: the Solidarity Fund and the Central Service for Inclusion and University Welfare. These policies—including economic transfers, housing, food services, transportation, and study materials—are key tools to promote educational inclusion while seeking to counteract the structural inequalities that shape students' academic trajectories. The study also examines the process of decentralization and regionalization of tertiary education in Uruguay, through the territorial expansion of the University of the Republic and the creation of the Technological University, as a response to the historical centralization of academic offerings in Montevideo.
