Las especies también son patrimonio: un análisis integral y aplicado de los valores y usos de los moluscos de un sector de la costa rochense (Uruguay)

Resumen:

Las amenazas actuales sobre el sector costero uruguayo requieren acciones transdisciplinarias que incluyan investigación, educación y gestión para generar una valoración y uso sustentable del patrimonio costero uruguayo. Los moluscos de la costa atlántica uruguaya tienen relevancia ecológica y cultural, aunque sus valores, usos y amenazas son poco conocidos por la sociedad, inclusive a nivel técnico. Estos aspectos incluyen entre otros un valor intrínseco y valores científicos, así como las responsabilidades asociadas a su apropiación, uso social y conservación. En este trabajo se conectó el conocimiento malacológico a un enfoque aplicado e integral de valores, usos y protección del patrimonio de un sector de la costa atlántica uruguaya, disponibilizando información relevante para el Manejo Costero Integrado (MCI) y generando recomendaciones específicas para su consideración bajo este marco. Específicamente, se analizó el territorio limitado aproximadamente entre la Ruta Nacional Nº9 hacia el continente y 55 millas náuticas dentro de la plataforma uruguaya, y por la cuenca de la Laguna de Rocha hacia el suroeste y por un punto ca. 8 km al noreste de La Esmeralda. Se manejaron: 1) antecedentes internacionales, principalmente revisiones temáticas, 2) antecedentes locales, insistiendo en literatura “gris”, 3) realización y el registro de observaciones y comunicaciones personales, incluyendo observación participante, entrevistas semiestructuradas y estructuradas, 4) consulta de colecciones públicas y privadas, la articulación de aspectos conceptuales con investigación y síntesis de información, 5) el planteamiento de recomendaciones, propuestas y el desarrollo de acciones basadas en el trabajo transdisciplinario. Se redefinió la Cadena Valorativa del Patrimonio como Ciclo Patrimonial, insistiendo en la necesidad de considerar explícitamente a las especies como elementos pasibles de ser patrimonializados, así como de actualizar la normativa nacional para su protección. Se introduce aquí el término y el concepto holodiversidad, que se define como el total de la riqueza y composición de especies que por su registro actual, arqueológico y paleontológico está presente en un área dada. Se realizó una categorización y ponderación de los valores y usos, considerando valor intrínseco, valor biológico/ecológico (27 categorías) y valor cultural (62 categorías), sumando 90 categorías para una holodiversidad de 325 especies registradas. Asociado a cada categoría se consideraron condiciones (e. g. No singular; Medianamente singular; Muy singular / Ausente; Pasada-Potencial; Actual) y un tipo de ponderación numérica (e. g. 0, 1, 2). Un valor integral derivó del valor numérico total. Varias expresiones culturales típicas del área de estudio como la pesca recreativa de moluscos, la artesanía con conchillas y la recolección de las mismas pueden conceptualizarse para ser planteados como patrimonio zoocultural. De igual forma, varias especies pueden ser consideradas especies bioculturales clave en el área, de forma notable el mejillón azul (Mytilus spp.? -forma costera-) y el caracol negro (Pachycymbiola brasiliana). Los valores y usos asociados a los moluscos (y sus conchillas) son relevantes en la zona y relacionados a la presencia y disponibilidad de especies y sus conchillas, pero también y ante todo por su propia existencia, por su valor intrínseco. La falta de información a distintos niveles, la banalización de algunos elementos, una conexión aún demasiado limitada de los pobladores con aspectos costeros-marinos y la pérdida de continuidad cultural entre pueblos originarios y colonizadores, han limitado una mayor consideración de este patrimonio en el área. Las recomendaciones, propuestas y acciones implican aspectos generales, siete ejes de trabajo y una sección de aspectos específicos diversos. El más desarrollado de estos ejes implica el análisis y mitigación de las amenazas actuales y potenciales a los moluscos y su registro arqueológico. Para aportar al manejo de las problemáticas identificadas y apoyar el desarrollo integral local, se comenzó a trabajar y se sugiere consolidar una serie de acciones participativas que implican investigación, trabajo en educación ambiental-patrimonial a todo nivel, planificación, promoción y desarrollo de nuevas pesquerías utilizando técnicas adecuadas de pesca, marcas y productos locales, esculturas, así como específicamente en difusión a través de guías, posters, afiches digitales, cortos, documentales y Google Earth. Asimismo, se está comenzando a trabajar con químicos para evaluar contaminantes. Estos resultados y acciones, así como las recomendaciones y propuestas, son posibles gracias al trabajo conjunto de decenas de personas. Se considera fundamental el fortalecimiento de instituciones públicas que permitan potenciar y en algunos casos viabilizar muchos de los aspectos aquí tratados, en particular los aportes de organizaciones de la sociedad civil y científicos ciudadanos. Ante una institucionalidad y una inversión para la conservación que deben ser fortalecidas, pero también -y volviendo al punto original- escasa apropiación social, esta tesis apuesta a un país y a una región donde la ciencia y la cultura sean la base de un desarrollo local integral. En este sentido la educación ambiental-patrimonial es fundamental.

The current stressors threatening the Uruguayan coast need transdisciplinary actions, including research, education and management, to foster the valorization and sustainable use of the Uruguayan coastal heritage. The molluscs of the Uruguayan Atlantic coast have ecological and cultural relevance, but their values, uses and threats remain poorly known to the society, even at technical level. These aspects include, among others, to assess their intrinsic and scientific values, as well as the responsabilities associated with their appropiation, social use and conservation. In this thesis, the malacological knowledge was connected to an applied and integral focus of values, uses and protection of the heritage of a sector of the Uruguayan Atlantic coast, providing relevant information and specifici recommendation to Integrated Coastal Zone Management (ICZM) plans. The analyzed territory was limited by the National Road Nº9 on the continent side, by the Rocha lagoon basin to the southwest and by a site at ca. 8 km to the northeast of La Esmeralda, extending seaward up to 55 nautical miles within the Uruguayan continental shelf. The following aspects were handled: 1) international background, mainly thematic reviews, 2) local background, stressing on grey literature, 3) development and record of personal observations and communications, including participant observations, and semi-structured and structured interviews, 4) consultation of public and private collections, 5) the articulation of conceptual aspects with research and synthesis of information, 6) the statement of recomendations and proposals, as well as the development of actions based on the transdisciplinary work. The Value Chain of the Heritage was redefined as a Heritage Cycle, stressing the need of explicitly taking into account the species as elements liable of heritization, as well as to update the national normative for its protection. The concept of holodiversity is introduced here, which is defined as the total richness and composition of species given its current, archaeological and paleontological record present in an area. Values and uses were categorized and weighed for a holodiversity of 325 species recorded, concerning intrinsic value, biological/ecological values (27 categories) and cultural values (62 categories), adding up 90 categories for an holodiversity of 325 species. For each category, conditions were considered (e. g. Non singular; Moderately singular; Very singular / Absent; Past-Potencial; Current) together with numeric ponderation (e. g. 0, 1, 2). An intergral value was derived from the total numerical value. Several typical cultural expressions of the study area as the recreational fisheries of molluscs, the handcraft with shells and their collecting can by considered as zoocultural heritage. In the same way, several species can be considered as key biocultural species in the area, notably the blue mussel (Mytilus spp.? –coastal form-) and the black whelk (Pachycymbiola brasiliana). The values and uses associated with the molluscs (and their shells) are relevant in the zone and related to presence and availability of species and their shells, but also and most at all by their own existence, by their intrinsic value. The lack of information at different levels, the banalization of some elements, the limited connection of local people with coastal and marine aspects, and the lack of cultural continuity between native and colonizer people, have precluded a better consideration of this heritage in the area. The recommendations, proposals and actions implies general aspects, seven axes of work and a section of specific and diverse issues. The most developed axis implies analyzing and mitigating current and potential threats to molluscs and their archaeological record. Local participatory approaches (some of them already started) are recommended to foster management actions of the identified problems and to support local integral development. These approaches imply research, work in environmental-heritage education at all levels, planning, promotion and development of new fisheries using suitable fishing techniques, local brands and products, sculptures as well the outreach specifically through guides, posters, flyers, short films, documentaries and Google Earth. Furthermore, work with chemical scientists is being developed to evaluate pollutans. These results and actions, and the recommendations and proposals detailed in this work, are possible due to the joint work of dozens of persons. The strengthening of public institutions is critical to enhance and, in some cases, to make viable many aspects here treated, particularly considering the organizations of civil society and citizen scientists. Strengthening institutions and investing in conservation is a short-term need, which should be complemented by actions directed to strengthen social appropriation in a region where science and culture must be the core of local integral development. In this sense, environmental-heritage education is fundamental.

Los moluscos de la costa atlántica uruguaya tienen relevancia ecológica y cultural, aunque sus valores, usos y amenazas son poco conocidos por la sociedad, inclusive a nivel técnico. Estos aspectos incluyen entre otros un valor intrínseco y valores científicos, así como las responsabilidades asociadas a su apropiación, uso social y conservación. En este trabajo se conectó el conocimiento malacológico a un enfoque aplicado e integral de valores, usos y protección del patrimonio de un sector de la costa atlántica uruguaya, disponibilizando información relevante para el Manejo Costero Integrado (MCI) y generando recomendaciones específicas para su consideración bajo este marco. Específicamente, se analizó el territorio limitado aproximadamente entre la Ruta Nacional Nº9 hacia el continente y 55 millas náuticas dentro de la plataforma uruguaya, y por la cuenca de la Laguna de Rocha hacia el suroeste y por un punto ca. 8 km al noreste de La Esmeralda. Se manejaron: 1) antecedentes internacionales, principalmente revisiones temáticas, 2) antecedentes locales, insistiendo en literatura “gris”, 3) realización y el registro de observaciones y comunicaciones personales, incluyendo observación participante, entrevistas semiestructuradas y estructuradas, 4) consulta de colecciones públicas y privadas, la articulación de aspectos conceptuales con investigación y síntesis de información, 5) el planteamiento de recomendaciones, propuestas y el desarrollo de acciones basadas en el trabajo transdisciplinario. Se redefinió la Cadena Valorativa del Patrimonio como Ciclo Patrimonial, insistiendo en la necesidad de considerar explícitamente a las especies como elementos pasibles de ser patrimonializados, así como de actualizar la normativa nacional para su protección. Se introduce aquí el término y el concepto holodiversidad, que se define como el total de la riqueza y composición de especies que por su registro actual, arqueológico y paleontológico está presente en un área dada. Se realizó una categorización y ponderación de los valores y usos, considerando valor intrínseco, valor biológico/ecológico (27 categorías) y valor cultural (62 categorías), sumando 90 categorías para una holodiversidad de 325 especies registradas. Asociado a cada categoría se consideraron condiciones (e. g. No singular; Medianamente singular; Muy singular / Ausente; Pasada-Potencial; Actual) y un tipo de ponderación numérica (e. g. 0, 1, 2). Un valor integral derivó del valor numérico total. Varias expresiones culturales típicas del área de estudio como la pesca recreativa de moluscos, la artesanía con conchillas y la recolección de las mismas pueden conceptualizarse para ser planteados como patrimonio zoocultural. De igual forma, varias especies pueden ser consideradas especies bioculturales clave en el área, de forma notable el mejillón azul (Mytilus spp.? -forma costera-) y el caracol negro (Pachycymbiola brasiliana). Los valores y usos asociados a los moluscos (y sus conchillas) son relevantes en la zona y relacionados a la presencia y disponibilidad de especies y sus conchillas, pero también y ante todo por su propia existencia, por su valor intrínseco. La falta de información a distintos niveles, la banalización de algunos elementos, una conexión aún demasiado limitada de los pobladores con aspectos costeros-marinos y la pérdida de continuidad cultural entre pueblos originarios y colonizadores, han limitado una mayor consideración de este patrimonio en el área. Las recomendaciones, propuestas y acciones implican aspectos generales, siete ejes de trabajo y una sección de aspectos específicos diversos. El más desarrollado de estos ejes implica el análisis y mitigación de las amenazas actuales y potenciales a los moluscos y su registro arqueológico. Para aportar al manejo de las problemáticas identificadas y apoyar el desarrollo integral local, se comenzó a trabajar y se sugiere consolidar una serie de acciones participativas que implican investigación, trabajo en educación ambiental-patrimonial a todo nivel, planificación, promoción y desarrollo de nuevas pesquerías utilizando técnicas adecuadas de pesca, marcas y productos locales, esculturas, así como específicamente en difusión a través de guías, posters, afiches digitales, cortos, documentales y Google Earth. Asimismo, se está comenzando a trabajar con químicos para evaluar contaminantes. Estos resultados y acciones, así como las recomendaciones y propuestas, son posibles gracias al trabajo conjunto de decenas de personas. Se considera fundamental el fortalecimiento de instituciones públicas que permitan potenciar y en algunos casos viabilizar muchos de los aspectos aquí tratados, en particular los aportes de organizaciones de la sociedad civil y científicos ciudadanos. Ante una institucionalidad y una inversión para la conservación que deben ser fortalecidas, pero también -y volviendo al punto original- escasa apropiación social, esta tesis apuesta a un país y a una región donde la ciencia y la cultura sean la base de un desarrollo local integral. En este sentido la educación ambiental-patrimonial es fundamental.The current stressors threatening the Uruguayan coast need transdisciplinary actions, including research, education and management, to foster the valorization and sustainable use of the Uruguayan coastal heritage. The molluscs of the Uruguayan Atlantic coast have ecological and cultural relevance, but their values, uses and threats remain poorly known to the society, even at technical level. These aspects include, among others, to assess their intrinsic and scientific values, as well as the responsabilities associated with their appropiation, social use and conservation. In this thesis, the malacological knowledge was connected to an applied and integral focus of values, uses and protection of the heritage of a sector of the Uruguayan Atlantic coast, providing relevant information and specifici recommendation to Integrated Coastal Zone Management (ICZM) plans. The analyzed territory was limited by the National Road Nº9 on the continent side, by the Rocha lagoon basin to the southwest and by a site at ca. 8 km to the northeast of La Esmeralda, extending seaward up to 55 nautical miles within the Uruguayan continental shelf. The following aspects were handled: 1) international background, mainly thematic reviews, 2) local background, stressing on grey literature, 3) development and record of personal observations and communications, including participant observations, and semi-structured and structured interviews, 4) consultation of public and private collections, 5) the articulation of conceptual aspects with research and synthesis of information, 6) the statement of recomendations and proposals, as well as the development of actions based on the transdisciplinary work. The Value Chain of the Heritage was redefined as a Heritage Cycle, stressing the need of explicitly taking into account the species as elements liable of heritization, as well as to update the national normative for its protection. The concept of holodiversity is introduced here, which is defined as the total richness and composition of species given its current, archaeological and paleontological record present in an area. Values and uses were categorized and weighed for a holodiversity of 325 species recorded, concerning intrinsic value, biological/ecological values (27 categories) and cultural values (62 categories), adding up 90 categories for an holodiversity of 325 species. For each category, conditions were considered (e. g. Non singular; Moderately singular; Very singular / Absent; Past-Potencial; Current) together with numeric ponderation (e. g. 0, 1, 2). An intergral value was derived from the total numerical value. Several typical cultural expressions of the study area as the recreational fisheries of molluscs, the handcraft with shells and their collecting can by considered as zoocultural heritage. In the same way, several species can be considered as key biocultural species in the area, notably the blue mussel (Mytilus spp.? –coastal form-) and the black whelk (Pachycymbiola brasiliana). The values and uses associated with the molluscs (and their shells) are relevant in the zone and related to presence and availability of species and their shells, but also and most at all by their own existence, by their intrinsic value. The lack of information at different levels, the banalization of some elements, the limited connection of local people with coastal and marine aspects, and the lack of cultural continuity between native and colonizer people, have precluded a better consideration of this heritage in the area. The recommendations, proposals and actions implies general aspects, seven axes of work and a section of specific and diverse issues. The most developed axis implies analyzing and mitigating current and potential threats to molluscs and their archaeological record. Local participatory approaches (some of them already started) are recommended to foster management actions of the identified problems and to support local integral development. These approaches imply research, work in environmental-heritage education at all levels, planning, promotion and development of new fisheries using suitable fishing techniques, local brands and products, sculptures as well the outreach specifically through guides, posters, flyers, short films, documentaries and Google Earth. Furthermore, work with chemical scientists is being developed to evaluate pollutans. These results and actions, and the recommendations and proposals detailed in this work, are possible due to the joint work of dozens of persons. The strengthening of public institutions is critical to enhance and, in some cases, to make viable many aspects here treated, particularly considering the organizations of civil society and citizen scientists. Strengthening institutions and investing in conservation is a short-term need, which should be complemented by actions directed to strengthen social appropriation in a region where science and culture must be the core of local integral development.
